大型综合能源集团矿山应急指挥系统构建研究

    Research on the construction of mine emergency command system for large comprehensive energy groups

    • 摘要: 为解决大型能源集团中煤矿产业所面临的水灾、火灾、瓦斯和粉尘等灾害隐患,以及传统应急指挥系统存在的数据集成不足、智能调度方案无法自动生成等问题,提出构建应急指挥系统。采用一级部署三级应用的架构模式,在系统架构方面设计了覆盖集团、分子公司和煤矿的三级协同指挥体系,并运用平战结合的预案管理和应急模式,以及知识图谱等关键技术,实现煤矿安全生产的源头管控和应急管理的全流程数字化改造。研究结果表明:应急指挥系统应用“应急关联分析、应急知识图谱、一体化救援和可视化管理”等新技术,能够快速生成有效的事故处置方案,缩短了生成处置方案和调动应急资源的时间,全面提升了应急指挥的专业水平。

       

      Abstract: In order to solve the potential hazards of flood, fire, gas and dust faced by the coal mining industry in large energy groups, as well as the problems of insufficient data integration and the inability to automatically generate intelligent scheduling plans in the traditional emergency command system, it is proposed to build an emergency command system. Adopting the architecture mode of one-level deployment and three-level application, the system architecture is designed to cover the three-level collaborative command system of the group, molecular companies and coal mines, and key technologies such as plan management and emergency response mode combined with peacetime and wartime and knowledge graph are used to realize the digital transformation of the whole process of the source control of coal mine safety production and emergency management. The results of the study show that the emergency command system, by applying new technologies such as “emergency correlation analysis, emergency knowledge graph, integrated rescue and visual management”, can quickly generate effective accident disposal plans, shorten the time for generating disposal plans and mobilizing emergency resources, and comprehensively improve the professional level of emergency command.
