能源行业“走出去”十年:经验、挑战和政策建议

    Globalization in the energy industry over the past decade: experience, challenges, and policy implications

    • 摘要: 在全球能源格局深度调整和能源低碳转型加速推进的背景下,中国能源行业“走出去”正由以规模扩张为主的阶段,迈向更加体系化、制度化和高质量发展的新阶段。为总结中国能源行业国际化发展的实践经验并研判面临的主要挑战,本文围绕保障国家能源安全和构建新型能源体系的目标,系统梳理并分析了过去十年中国能源行业“走出去”的发展路径与成效。研究采用文献分析与实践总结相结合的方法,从能源出口贸易、对外直接投资和参与国际能源治理三个维度展开分析。研究结果表明,能源出口贸易通过深化与主要能源消费国的合作,促进了国际能源市场联通与供应链多元化;对外直接投资依托资本、技术和管理优势,实现了在油气资源开发、能源基础设施及清洁能源领域的全球布局,提升了能源供应保障能力和风险应对水平;参与国际能源治理通过标准协同与机制建设,推动中国能源技术和规则融入全球制度体系,增强了制度性影响力。面向“十五五”时期,本文提出应从夯实贸易互惠基础、优化对外投资布局和深化国际制度与治理合作等方面,进一步推进能源行业高水平“走出去”,以支撑中国能源高质量发展和国际能源合作。

       

      Abstract: Against the backdrop of profound adjustments in the global energy landscape and the accelerated transition toward low-carbon energy systems, China’s energy sector is shifting its globalization strategy from a phase dominated by scale expansion to a new stage characterized by greater systematization, institutionalization, and high-quality development. With the aim of summarizing practical experience and identifying key challenges, this paper systematically reviews and analyzes the development pathways and achievements of China’s energy sector globalization over the past decade, in alignment with the goals of safeguarding national energy security and building a new energy system. Employing a combination of literature review and practice-based analysis, the study examines China’s outward engagement from three dimensions: energy export trade, outward foreign direct investment, and participation in international energy governance. The results indicate that energy export trade has enhanced connectivity in international energy markets and promoted supply chain diversification through deepened cooperation with major energy-consuming countries; outward foreign direct investment, leveraging advantages in capital, technology, and management, has enabled global deployment in oil and gas resource development, energy infrastructure, and clean energy projects, thereby strengthening energy supply security and risk resilience; participation in international energy governance, through standards coordination and institutional mechanisms, has facilitated the integration of China’s energy technologies and rules into the global institutional framework and increased its institutional influence. Looking ahead to the 15th Five-Year Plan Period, the paper proposes policy measures to further advance high-level internationalization of China’s energy sector by strengthening mutually beneficial trade foundations, optimizing the layout of outward investment, and deepening cooperation in international institutions and governance, so as to support China’s high-quality energy development and international energy cooperation.
