“唐罗主义”下的中国-东盟战略性矿产资源产业链协同共生研究

    A study on the synergistic symbiosis of strategic mineral resources industrial chain between China and ASEAN under the “Trump Doctrine”

    • 摘要: 在全球地缘政治格局深刻演变与大国博弈日趋激烈的背景下,以美国优先为核心、带有强烈单边主义色彩的“唐罗主义”外交政策,对全球战略性矿产资源产业链的安全与稳定构成了严峻挑战。本研究以中国与东盟为研究对象,系统探讨双方在战略性矿产资源领域构建协同共生关系的理论逻辑、现实动因与实现路径。本文构建了一个包含地缘政治风险、资源民族主义、技术创新与制度协同的多维辩证分析框架,深入剖析了中国-东盟矿产资源产业链协同共生的内在机制。研究发现,协同共生不仅是应对外部冲击、保障区域产业链韧性的战略选择,更是推动区域经济一体化、培育以绿色智能为核心的新质生产力和实现可持续发展的关键路径。地缘政治风险的加剧显著促进了区域产业链协同水平的提高,这种促进作用在资源民族主义情绪较强的国家受到显著抑制。技术创新,特别是包含人工智能、绿色采矿与数字技术的综合创新能力,对冲了部分负面影响并对提升协同效率起到了关键的放大作用。研究结论对于在全球产业链重构背景下,中国与东盟如何深化战略互信、优化资源配置、共同抵御外部风险并应对内部挑战,以及构建一个更具韧性、安全与绿色的区域矿产资源保障体系,具有重要的理论价值与政策启示。

       

      Abstract: Against the backdrop of profound shifts in the global geopolitical landscape and intensifying great-power rivalry, the “Trump Doctrine” which is centered on America First and characterized by pronounced unilateralism, poses serious challenges to the security and stability of global strategic mineral resource industrial chains. Taking China and ASEAN as the research subjects, this study systematically explores the theoretical logic, practical drivers, and pathways for building a synergistic symbiotic relationship in the field of strategic mineral resources. The paper develops a multidimensional dialectical analytical framework that incorporates geopolitical risk, resource nationalism, technological innovation, and institutional synergy, and conducts an in-depth analysis of the intrinsic mechanisms underlying the synergistic symbiosis of the China-ASEAN mineral resource industrial chain. The study finds that synergistic symbiosis is not only a strategic choice for addressing external shocks and ensuring regional industrial chain resilience, but also a critical pathway for promoting regional economic integration, cultivating new quality productive forces centered on green and intelligent development, and achieving sustainable growth. The intensification of geopolitical risks significantly enhances the level of regional industrial chain synergy, an effect that is notably suppressed in countries with stronger resource nationalist tendencies. Technological innovation, particularly integrated innovation encompassing artificial intelligence, green mining, and digital technologies, partially offsets the negative effects and plays a key amplifying role in enhancing synergy efficiency. The conclusions of this study offer significant theoretical value and policy insights for how China and ASEAN can deepen strategic mutual trust, optimize resource allocation, jointly mitigate external risks, address internal challenges, and build a more resilient, secure, and green regional mineral resource security system in the context of global industrial chain restructuring.
