战略性关键矿产全球配置与产业链重构问题思考

    Reflections on the global allocation of strategic critical minerals and the restructuring of industrial chains

    • 摘要: 战略性关键矿产作为支撑能源系统低碳转型、人工智能发展、高端制造升级、航空航天及国防军工产业的关键原材料,其重要地位凸显、竞争持续加剧、矛盾日益突出。本文阐释了全球战略性关键矿产资源-产业-消费不均衡与错位的动因,讨论了泛化地缘政治风险与资源安全叙事逻辑的问题和影响,探索了构建公平-开放-包容-共享-稳定有序和可持续的关键矿产全球治理体系的思路与实现路径。

       

      Abstract: Strategic critical minerals, as key raw materials underpinning the low-carbon transition of energy systems, the development of artificial intelligence, the upgrading of advanced manufacturing, and the aerospace and defense industries, have become increasingly important, while competition over them continues to intensify and related conflicts are becoming more pronounced. This paper elucidates the driving forces behind the imbalance and mismatch among global strategic critical mineral resources, industrial systems, and consumption patterns; discusses the problems and impacts associated with the generalization of geopolitical risks and the narrative logic of resource security; and approaches and implementation pathways for building a fair, open, inclusive, shared, stable, orderly, and sustainable global governance system for critical minerals.
