Abstract:
As a major province abundant in mineral resources, Hunan Province is confronted with prominent ecological disturbances arising from historical abandoned mines. The existing performance evaluation framework for ecological restoration projects remains insufficient, which necessitates the introduction of TQM principles to construct a multi-dimensional assessment system for enhancing restoration performance. This study integrates a variety of evaluation index analysis and multi-objective decision-making techniques, and takes four mine ecological rehabilitation projects in Dong’an County, Hunan Province, as examples to carry out empirical research. Based on the systematic literature review method, a comprehensive quality management performance evaluation index system for abandoned mine ecological restoration projects is constructed, which contains 4 first-level indicators and 12 second-level indicators. AHP is used to determine the weights of the indicators, and based on PROMETHEE Ⅱ, the relative merits and demerits of four mine ecological restoration projects in Dong’an County, Hunan Province, and the complete ranking are empirically analyzed, so as to put forward the corresponding enhancement measures. The comparative results of the total quality management performance of the four mine ecological restoration projects show that: overall, the quarry in Changshan Village, Nanqiao Town > the abandoned mine in Liushichang Village, Baiyashih Town > the abandoned mine in Zijiang Village, Jingtouxu Town > the quarry of the original seed farm in Zixixishih Town; in the sub-indicators, the four mine restoration projects show superiority indexes, homogeneous indexes, as well as weaknesses indexes. The results of the study effectively quantified the total quality management performance of the projects, and provided theoretical basis and methodological support for improving the quality of restoration projects.
