Abstract: On the basis of introducing mineral resources development integration related policy,the implementation model and effect,the paper analyzes the main legal issues in advancing the development of mineral resources in the integration process.In order to promote integration of development and utilization of mineral resources,we should strengthen the functions of planning for resource development to optimize the layout,determine the reasonable boundary of the integration,normalize the implement procedures,improve legal relief channels,and protect the legitimate interests of the mining rights effectively.
