Abstract: The industrial and mining wasteland reclamation and utilization has a great significance. It can improve the mine environment, revitalize the stock of land, and promote economic transformation in mining areas. There are some problems in the process of industrial and mining wasteland reclamation and utilization, for example low quality of the reclaimed arable land, difficulty with reclamation fund raising and so on. This paper analyzed the problems above, and then made some suggestions, such as strengthening the collaboration among different departments, building rewards and punishment mechanism, reclamation financial security mechanism, perfecting the connecting index incentive mechanism, exploring the ways of market operation, formulating specific project evaluation methods, property right and assets identification policies, establishing the reclamation ways which will benefit the farmers.
