Abstract: Many countries and districts such as USA, Japan and The European Union which have big energy consumption have built up their own perfect energy security legal systems at present. These energy security legal systems are embodied in energy basic laws and energy special laws. The contents are also plentiful, including energy reservation, energy saving and energy exploitation. All of these are constructive to China that is also big energy consumption country.
