Abstract: Under the regime of socialist market economy,"how to define the connotation of and relations between the mineral resources,assets and capital",and "how to scientifically manage the mineral resources" are important topics actively studied by researchers in recent years.Finding answers to these questions is the necessary premise for constructing our country's mining industry market.Through researching the basic attributes of and relations between the mineral resource,asset and capital as well as our country's development process of mineral resources management,the authors of this paper have raised the concept of "mineral resource-asset-capital" comprehensive management from the perspective of the government administration.This paper has elaborated the scientific connotation and management difficulties of "mineral resource-asset-capital" comprehensive management;discussed the basic principles that we should deepen the reform and abide by the geological and economic laws;and put forward some important reformation issues such as government functions transformation,market entity cultivation,promoting the further revision of the《Law for Mineral Resources》,ensuring the state control of the strategic minerals and so on,which are operable and should be set off as soon as possible.
