Abstract: It is unavoidable to decline of the mine for the nonrenewable and finite of the coal. In the declined phase of the mine, the coal is getting little and little even to exhausted, the scale of the production is also smaller than before, and many staffs transfer to other place, so a lot of infrastructure are in idle state and the utilization rate of the infrastructure is low. According to the circular economy and resource reused, this paper studies on the utilization model of infrastructure in declined mine. Firsty, analyses the life cycle of mine which includes the phase of gestation, the phase of growth, the phase of maturation and the phase of decline. Secondly, this paper analyses the infrastructure resource in declined mine and the location between the mine and the town. At last, at the foundation analyzed above, this paper sets up the utilization model of infrastructure in declined mine, which mainly include the model of high-efficiency agriculture, the model of industrial transformation, the model of tourism, the model of commerce, the model of real estate and the model of store. This paper provides a path and a thinking way for the declined mine to develop circular economy and for the infrastructure resource reuse in declined mine.
