Abstract: Qinghai province is rich in mineral resources, however, the positive effect of its mineral resources on economy and society still has not been taken fully because of the problems in the development and utilization of its mineral resources, including delayed mine processing industry, scarce capacity of innovation of science and technology, seriously damaged environment, and lack of mineral exploration. This paper combines with the characters and functions of industrial cluster to analyze and think Qinghai should bring industrial cluster, a kind of new view, into the development and utilization of its mineral resources and then implement the development and utilization of its mineral resources based on industrial cluster. As a result, it can not only solve the problems in different degree, but also promote cycling economy and urbanization, and be considered an important countermeasure which can push the sustainable development of Qinghai’s mineral industry.
