Abstract: The scpe of exploration area and the scope of mining area and the validity are the core content of exploration permit and mining permit. as now laws and regulations is not perfect,it have several important issues in approval and registration of exploration right and mineral right, such as issue about uniform area registration administration in mineral resources exploration and survey,issue about the delimitation of the scope of the mining area,issue about the validity of exploration permit and mining permit。The paper discuss the issues and it propose the proposal of modification.
