Abstract:
Limit to the factors of resource industry recession and lagging for market-oriented reforms.The Phenomenon of unemployment and poverty rates double high in resource cities especially for coal town becomes the focus of social concern.expect for subject factors such as Single industrial structure,the state-owned enterprises firing person to increase efficiency,lacking of re-employment training and imperfect social security system,also exacting object aspects can not be ignored,example for worker's low Cultural and skill,employment concept lag,the imbalances in age-sex structures,base on detailed analysis of the unemployment generated by subjective and objective factors,provide the transfer solution of Industrial diversification,the re-employment training,labor moving inter-district to promote the coal city staff employment,raise living standards,and finally ensure the sustainability development.
