Abstract: In recent years,safety accidents happen frequtly in coal mines.In this paper,the anthor reasons its causes,in view of the conflicts between instrumertal reason and value reason,on how to achieve mutual supplement of these two dimentions both theorically and practically.Besides,some suggestions are raiseel here.
