Abstract: Comprehensive reform of mineral rights management is a holistic duty that meets lots of difficulty.In order to avoid the "fragmentation" of the mining rights management,it need to strengthen a mining top-level design and improve theinstitutional innovation.According to setting mining rights investment corporations,we can get the two core objectives that protecting the country,s ownership right on mineral resources and accelerating the mineral income distribution reform.It also had four institutional functions that promoting prospecting break through,accelerating the trans for mation of resource-exhausted cities,advancingthe geological surveyunit reform,constructing harmonious mine community.The establishment of mining rights investment corporations is an innovative way of mining rights management.Finally,the paper suggests five institution and fourmeasures to establish mining rights investment corporations.
