Abstract: In this paper,author sets the Recycling Economy's background,conception,basic characteristic and practices and discusses the necessity and feasibility of devloping Recycling Economy in the land and resources domain.Besides,some relevant countermeasure and suggestions for how to develop Recycling Economy in the land and resources domain are also brought forward.
