Abstract: The paper has an appraisal analysis for the present condition of coal exhaustion and urban decline in the western area of the old coal industrial base in Jixi,and has an elaboration for human and natural unbalance existed in the old coal industrial base,phenomenon of coal exhaustion and urban declination,circular economic development and its strategies,and provides a reliable foundation for solving coal exhaustion and urban declination problems.
