Abstract: Strengthening and expanding coal industry economic and trade cooperation with Russia has been an important policy of Heilongjiang Province.This article puts forwards the countermeasures by the comparative advantage analysis of the coal industry economic and trade cooperation with Russia of Heilongjiang Province, which has very important significance to revitalization of the coal industry of Heilongjiang Province.
