Abstract: There is a lot of coal left under buildings,railway and water body.To encourage coal mining enterprises to extract this coal resource,the policy is given that mineral resource compensation fee for this coal can be reduced.In calculating this compensation fee,the correct determining of coal recovery difficulty factor is essential and difficult.The fuzzy algorithm and its application in practice are described in details.
