Abstract: The economic transition of resource-exhausted city is a difficult problem in world.This paper analyses Fuxin city——the only pilot city of economic transition as resource-exhausted city in china,propounds changing "Policy" for "Policy",explicitly proposes steadying coal and protecing the electricity as the focal point in short-term,expanding the coal and electricity and developing regional cycle economy as medium and long-term development strategy.Center on the extension of the industry chain,combine and develop electromechanics'related industry and high added value extension industry.
