Abstract: Saving and comprehensive utilization of mineral resource is an important way to improve the ecological civilization construction,and the promotion of advanced and suitable technologies is considered significant point.Mining recovery ratio,dressing recovery ratio and comprehensive utilization ratio are important indicators for evaluating the rational development and utilization of mineral resources.According to identification and assessment of "Three-ratio" by contract "Three-ratio" management mode,the rights and obligations could be clarified,and the capitals and technologies could be integrated,which is a new mode to promote advanced and suitable technologies under the market-oriented economy.
