Abstract: There have paragenous or accompanying relationships between the mineral resources and the underground water. But mine drainage before mining bring about the non-compatible character between the mining industry and the underground water. Mining inevitably effect and damage the underground water. The paper put forward an idea of the harmonious planning about exploiting the mineral resources at the same time protecting the underground water from the area sustainable development.
