Abstract: The thesis reviews the main achievements on our mineral rights market construction since 1998,and summarizes the main problems and shortcomings under the sixteen years,and analyzes simply the reasons of causing the problems and shortcomings.We draws a conclusion our hope of national mining industry is not the Geological Exploration Fund and the fully equiped Geological Prospecting,it is helpful for adjusting our government administration power and the mothed of administration under overall deepening reform,and promoting the non-state mining company development in future.
