Abstract: Mining rights management,as the core of the administration of mining rights,is not only the critical link between mineral resources development and income distribution,but also the key way to deal with a series of contradictions brought about by the development of mineral resources.The main reason to cause those situations is mainly due to function overlap of the metallogenic regularity,the laws of the market,the rules of law,and administrative rules.Implement more rigorous approval system is an inevitable trend of mining rights.
