Abstract: It becomes one of the most important elements to restrict the development of mining industry that is the worse mining land problems,such as land destruction,the conflict of balancing construction land and cultivated land requisition-compensation,furthermore reflecting serious ecological,economical and social problems.In this article,land and resources development and management is analysed from method pattern,management system and operational mechanism,thus scientific management methods and development tendency of land and minerals is got.Mining land reform is based on land reclamation,that is the innovation of mining land supply,has returned to the reclamation of land production security for the late.
