Abstract: Emissions Trading scheme is claimed as an effective way of achieving the set level of emissions by lowest-cost.Trough the way of positive analysis,the essay shows that the scheme have anti-incentive flaws which need complex regime designs to overcome.Some advises are introduced in the conclusion.
