Abstract: The Inner Mongolia Autonomous Region is rich in coal,and famous for its splendid reserve,expensive distribution,shallow embedding and easy exploitation.This thesis aims at constructing three big bases,the national base for coal productions and accommodations,the national base for significant electric power offerings to outside and the base for manufacturing and processing of the products correlative to coal according to the assume that the resource conditions and present industry arrangements of the Inner Mongolia's coal industrial developments,meanwhile,advances corresponding measures.That is to say,bring the comprehensive exploitation coal bases of the Inner Mongolia into national strategic program for energy sources,and establish the system about law guarantees and financial policies of national strategic energy sources' bases.
