Abstract: There are there limitation of resource allocation in the tradition economics,based on the resource flow theory and recycle economy and MFA, this paper build a MFA model to analyze the allocation efficiency of coal resource, which builds the index including resource efficiency, environment efficiency, synthesizing using ratio, resource recycle ratio, process efficiency and so on. Based on the seven conclusions, the optimum micro-allocation model is build up which includes layer level using mode recycle using mode land synthesizing using mode, and point out that the industry park is the effective means to advance the allocation efficiency systemically. The model, conditions and mode have important practical significance for the recycle economy and optimum micro-allocation in the mining industry.
