Abstract: In our country the usage of mineral resource has many problems.The amounts of mine are very great but the scales are very small.The production technology is not high,and the short-term behavior is extremely prominent.The comprehensive usage is low.The security accidents and the environment destroy are very more.The causes of these problems are very more,such as the undefined property rights of mineral resource,the vacancy of main body in property rights,and the mineral resource management system imperfect.Therefore,the property management reform mentality of mineral resource must be established.The property rights of the mineral resource must be controlled in the nation.The enterprise property rights must be guaranteed."The single track system" in obtaining the mining right must be carried out comprehensively.The agency construction must be speeded up,and the government must display the function of "the rule service".
