Abstract: “Property law” appearing affects profoundly to the natural resource management department, appears after “Property law” how to straighten management relation after enacting exercise of administrative functions according to law, reasonable protective property owner rights and interests are the problems that to be urgently solves. This paper analyses from existing problem for the new problem of appearance, and puts forward improvement to suggest.
