Abstract: Mineral resources, are under the category of resource property, belong to nation. Mineral resource management as national property is the sole outlet to extricate Chinese mineral resource management from difficult position, the practical way to solve the problems existing in the present mineral resource management system, and the appropriate measure to embody national ownership of mineral resources. The essential mission of mineral resource management as national property is ownership management. Auditorial check and ratification of industrial utilization index for mineral resources and consumption supervision of mineral reserves must be strengthened, dynamic management should be executed by administrative agency of mineral property on the behalf of government, through setting up material and value accounts by legal, administrative and economic means, so that the pay-usage of mineral resources can be accelerated and keeping and rising in value of mineral properties can be realized.
