关于我国尾矿库设计洪水标准的探讨

    A discussion on the design flood standard of tailings pond in China

    • 摘要: 针对目前"我国尾矿库事故频发和安全生产形势严峻的主要原因之一是安全设计标准低" 的主流学术观点,笔者通过对国内外大量资料的分析研究,指出我国现行尾矿库设计洪水标准与发达国家相比,不仅不低,相反存在偏高的倾向。尾矿库设计洪水标准若偏高,将导致洪水设计数据偏大,其主要影响是加大对尾矿库的工程投入和社会投入,浪费国家巨额资金。产生此问题的主要原因是学习国外经验结合我国的国情研究不够。问题的解决办法是合理调整设计洪水标准。

       

      Abstract: Regarding the currently prevailing academic viewpoint that low safety design standard is one of the key causes for the frequent occurrence of tailings pond accidents and the severe safety production situation of tailings pond, the author points out that the design flood standard for tailings pond currently used in China is not lower than that in developed countries, on the contrary, it seems a little higher, based on the study on lots of domestic and overseas data. Higher design flood standard of tailings pond results in higher flood design data, which increases the construction investment of tailings pond and social input, wasting a considerable amount of public funds. The cause of this problem is mainly the insufficient study on the combination of overseas experience into China’s situation, and the solution for this problem is to lower the design flood standard reasonably.
