Abstract: The construction of system for Mining Rights Holder's exploring and mining public information is a kind of important measures for the land and resources management department to regulate the exploration and exploitation activities,strengthen social supervision and ensure the rational exploitation and utilization of mineral resources.According to the requirements from the Ministry of land and resources,this paper focused on the system technical architecture design and functional requirements analysis,which containing four levels,e.g.system support layer,data layer,application layer and presentation layer with eight functional modules,e.g.platform of mining right holder to log on,mining right holder online reporting,land and resources department management,inspector,public supervision and reporting,list of exception and serious violations,and notice.Each module was analyzed on the specific functional requirements.This work will lay the foundation for the further design and development of the system.It is expected to strengthen the supervision and management of mineral resources exploration and mining activities through the construction and application of the system
