Abstract:
Total-amount control is an important policy which the Chinese government adopted to regulate its preponderant mineral resources.This paper is aimed at the assessment of its effects.By applying the methodology of after-before comparison,the paper evaluates the policy in three aspects:achievement of objectives,impartiality and fairness,efficiency.The results show that the policy achieved its goal to some degree in conserving resources,preventing over mining,guaranteeing sustainable supply,adjusting market demand-supply,protecting national economic benefit,etc.In addition,through the policy China increased its benefit as the primary producer of these minerals.The evaluation also shows that the policy has high efficiency,but the enforcing mechanism need to be improved.Based on the evaluation,the following suggestions are made to perfect the policy:demand projection should be conducted in order to enhance the scientificity of the production quota,implementation should be reinforced and environment protection should have more say in the allocation of the quotas.
