Abstract: Based on introduction of background and significance of coal production and operation mode changing of the current coal industry,the paper analyzes the application of outsourcing mode of coal mine production service.The mode is called coal hosting from the aspect of supervision of competent department.Secondly,according to the policies and regulations of national and local government,the paper summarizes subject qualifications,forms,processes,standards,safety responsibilities and supervision and administration of coal-mine.It focuses on the analysis of geological and technical conditions of hosting coal mines and access conditions and construction requirements of the subjects,which provides guidance for the access,safety production management and risk avoidance of the coal mine production service outsourcing.Finally,taking Shenhua Shendong Company and Tiandi Huatai Company for examples,the paper introduces the contents of specialized production services of Shenhua Shendong Company and production and operation service mode and the demonstration projects of Tiandi Huatai Company.
