Abstract: Through analysis of the factors effecting mineral resources development and utilization efficiency and the "three rate",pint out that the level of mineral resources development and utilization efficiency and the "three rate" is the key of improving the efficiency and the "three rate".On this basis,the following points was given:match the scale and mine mineral resources can improve the degree of intensive; promote the application of new technologies is an important safeguard for improving the level of the mineral resources development and utilization efficiency and the "three rate";the level of the mineral resources development and utilization efficiency is the basis for measuring the level of the mineral resources "three rate";improving the level of the mineral resources development and utilization efficiency and the "three rate" can solve environmental problems while the mineral resources being developed.
