Abstract: The loss and waste of mineral resources in China are serious. The origin is that the propri-etary relation of mineral resources is not clear and state-owned right is nominal. This paper suggests thatthe economic means and market mechanism shoud be introduced into mineral resources management, car-ring out transfer of mining proprietary with compensation and determing clearly the proprietary relation ofmineral resources to ensure optimal economic and social benefits.
