Abstract: Eastern Inner Mongolia is one of the country’s planned 100 million ton coal base(whose total number is 13) and one of the five major energy base.Shenhua Group gained a certain quantity of lignite resources in eastern Inner Mongolia,and has formed a large-scale development and utilization foundation.In order to research Reasonable lignite development planning,the basic construction conditions such as resource reserves,water resources,transportation,power transmission,and circumstances such as national energy policy,coal-related industry trends,Shenhua Group development strategy are analyzed in accordance with status of lignite exploitation of Shenhua Group in eastern Inner Mongolia.Coal,electricity,coal chemical products market space are also forecasted.Then this paper proposed a "coal-based,pluralistic development,secure and efficient,innovation-driven,green and harmonious" development ideas,and "one dominant,two pillars" industrial layout,determined the development principles and industrial development goals of the year 2020.
