Abstract: By the end of 2011,total identified mineral resources of oil shale in China are 118.3 billion tons, from which 1.3-1.5 billion tons of shale oil can be extracted.Annual output of shale oil reached 600 thousand tons in 2011.Exploration and development of shale oil in China is getting faster.Industrial development of oil shale are facing the problems,such as low quality and deeply buried of China's oil shale resources,poor development technology to meet the requirements of low-carbon economy,and ambiguous industrial development orientation.Overall arrangement and prospect of oil shale development and utilization were offered:mainly developing the Northeast oil shale base,speeding up Shandong,Gansu,and Xinjiang oil shale base,mainly developing oil refining,supplemented by power generation,strengthening the comprehensive utilization,aiming at annual output of shale oil are to be 1.5-2 million tons in 2015.By using these policies,such as sustained investing in technologies,determining development objectives,strengthening resource management and the establishing industrial standards,oil shale industrial is going to develop healthily and rapidly.
