Abstract: The serious environmental press has forced China to improve the energy consumption structure day by day,and the tendency that the energy structure changes towards clean and high-efficient will bring deep influence to western energy development: limited by a serious of factors of the ecology,transport,market and environment,etc.,though the western coal resources are abundant,China should develop the oil and the gas of the western at first;in national general energy development strategy,China should get the strategy of "ahead of ocean,and then west",regarding the west as the energy strategic reserves base of China;on the condition of the extremely deficient of oil and gas resource,China should carefully open our oil and gas market bit by bit,and pay more attention to the resource protect than the resource developing;carry out the "Go-Out" policy carefully;have priority to develop the regenerated energy but do things within the limits of one's own resources;in addition,the west of China should not only develop the clean energy,but the model to use it any more.
