Abstract: The increasing demand and the sustained tension of energy and resources supply becomes an outstanding problem in China's current economic development.Intensifying the development of tight oil and shale oil will effectively ease the tensions of the national energy security.However,China's development of tight oil and shale oil exist the problems such as lack of unified planning,small support of fiscal and taxation policy,weak basic research issues and so on.Therefore,proposals of formulating development strategies and related planning as soon as possible,vigorously strengthening the basic theory research and the scientific problem tackling,improving the fiscal and taxation support policies of tight oil and shale oil development and utilization have been put forward.
