Abstract: With rapid development ofChina’s industrialization lasts 30 years, mineral resources supply bottleneck constraint is salient. The high speed development of economy increase sharply for oil, gas, coal, iron, copper, aluminum, lead, zinc, potassium and other important mineral demand, that in 2020, the contradiction between supply and demand of China mineral resources will be more prominent, the key resources of back-up reserves seriously insufficient, already cannot satisfy the basic need of economic growth. Therefore, resource-based enterprises should be tap domestic resources fully ,utilize overseas resources in the meanwhile, implement the strategy of "going out", seek and the establish stability overseas mineral resources supply base, ensure the economic safety and the inevitable goal of Chinese social sustainable development .Measures should be taken as follow in order to resolve the increasingly severe conflicts between supply and demand for mineral resources in China. The government should establish a department specially dedicated to promoting resource-based enterprises 'going out’, formulating development strategies, and proactively taking diplomatic measures oriented with overseas resources exploration. A mechanism should be established in support of and safeguard resource-based enterprises’ overseas developments, in respect of taxation, financial services and social consultancy etc. The enterprises should be encouraged to enhance their essential competitiveness and create a favorable external environment for developing aboard.
