Abstract:
The reserve assessing and recording system of mineral resources is one of the basic methods for government to ensure national investment safety and know the total amount of mineral resources. Practical work, however, reveals some insufficiency in current reserve assessing and recording system, including ambiguity in the goal of reserve assessing and inadequacy of institution ennsurance, no necessary supports from laws or regulations, non-overall supervision for reserve assessing and recording, lagged team construction for assessing experts, and non-fully played function of assessing submission and experts’ opinions. In order to promot reserve assessing and recording system’s information, we suggest to locate the goal of reserve assessing and unify assessing institution's belonging, advance the amendation of related laws and regulations, reinforc the courts and afterwards supervision and management, strengthen the reserve experts team construction, and modify format of assessing submission to highlight process management and experts' technical assessing function.
