Abstract: The development of China Coal Quality Database, a basic work of building the basic condition platform of China coal resource science, is aimed to effectively integrate element data, realize information resource conformity and communion, which will benefit the understand of china coal resource status and offer the scientific groundwork for establishing coal resource layout, exploitation and utilization projects. Based on the conformity and communion requirement of China coal quality data, this paper introduces the design of framework and function of coal quality database, discusses the application of Oracle9i to development of China Coal Quality Database, the emphasis is study of large network database security policy
