Abstract: The article identifies the risks in the process of new urbanization of mining cities, based on the goal oriented risk identification method and Delphi method, according to the evaluation index systems of new type of urbanization, transformation development of resources city and sustainable development of the resources city. To identify four kinds of risks including economic risk, social risk, political risk and ecological risk, consists of 41 risk factors, constructing the system of risk factors of new urbanization construction of the mining city. The article takes empirical analysis in the form of the questionnaire, and the data of investigation has carried on the exploratory test and verification test, excluding 6factors that influence the reliability and validity of the scale, finally retained 35 risk factors, as the risk identification factors of new urbanization construction of mining cities.
