Abstract: Mineral right management reform meets lots of difficulties. If we want to reach ore-search breakthrough in equipped exploration distric, it is useful to handle new policies, new instruments and new methods. The good way is examination in partial area, to sum up experiences and full-scale production. The paper suggests that boost mineral rights management reform in equipped exploration distric, according to mobilizing investment, exploration units, ore-search people, local government, residents in ore-search, constitute five-win mechanism to get the goal that entend right, make alive, innovation, equity. At last, the paper gives some suggestions for the reform.
