国有地勘单位境外矿产勘查运作模式之选择与借鉴
Study on operational modes of foreign mineral exploration and choices of China state-owned geological exploration companies

摘要: 通过对国内外矿产勘查典型运作模式的分析对照,阐述二者在运作模式上和商业化运作的进程中存在的差别,并指出中国矿产勘查市场化运作的推进受限于市场主体的缺失; 建议中国国有地勘单位实施境外矿产勘查战略时应研习、选择和借鉴境外矿产勘查的运作模式,并结合自身特点和长处构建"走出去"的路径和运作模式;同时,从国家层面,构建矿产勘查"走出去"的政策体系和完善市场化运作体系,是国有地勘企业"走出去"实现国际化经营迫在眉睫之需。Abstract: In this paper comparison and analysis have been made on typical modes of operation and process between the China domestic and international mineral exploration in order to define the differences, and points out that the major obstacle for promoting market-oriented operation of mineral exploration in China is the lack of market players; Suggestions are given to the Chinese state-owned mineral exploration offshore geological exploration units to build up their overseas investment strategy and routes by combining the international practices of mineral exploration with its own characteristics and strengths; Meanwhile, from the China national level, it is urgently vital to set up mineral exploration "going abroad" policy system and to improve the market operation system of the state-owned geological prospecting enterprises.
