Abstract: The sustainable development and continuous industry choice of resource-based cities faced a social system project. It has a very strong practicality, so scholars' views, ideas and suggestions in this aspect should be put into practice, tested in practice, and constantly revised, improved and strengthen. This paper is based on the profound understanding of Gongyi City economic and industrial development, analyze the series issues of its industrial restructuring, introduce their successful experience and provide experience and guidance for the industrial restructuring in other Chinese resource-based cities.
