Abstract: On the base of connotation of sustainable development of resources city (SDRC), and for the first time, the frame and close-loop flow structure of SCRD were brought forward rather completely; the structure and activity mode of early-warning system which were the core of the article were discussed thoroughly, and finally the advanced study orientations was pointed out.
