Abstract: Fuxin City is a resource-exhausted city with economies in transition pilot cities of the State Council approved in December 2001.After the 10-year painstaking exploration,resource-exhausted cities to an almost desperate with renewed vigor.By the end of 2010,the Fuxin decision makers self-pressurized proposed a new goal to create "the Demonstration City of the national resources cities".In this paper,four measures of countermeasures to be taken.It is a great reference for the demestic cities who are creating the demonstration city of the national resources cities.
